Upgrade sisyphus-control dependency to 3.0 (#42995)
This has a small chance of breaking tables with older firmwares; if your table has issues, make sure it is running at least firmware v1.10.73.

65aa4148a4 Upgrade sisyphus-control to 2.2.1 (#26033)
This picks up a bugfix for a crash on shutdown, so that the `sisyphus`
component can now shut down cleanly.

cde855f67d Upgrade sisyphus-control to 2.2 (#24837)
PR #22457 added some code that used new methods in `sisyphus-control` 2.2.
Unfortunately, because of the move to manifests it was merged still depending
on 2.1.
