openalpr flag WITH_TEST should be WITH_TESTS ( #16218 )

Removes warning from openalpr build and saves a few seconds from build
time as tests weren't being bypassed as intended

Add -j$(nproc) make option to speed up build time ( #15928 )
...
Adding `-j$(nproc)` reduces build time on the external dependencies by
approximately 25%.
