Remove lag from Harmony remote platform (#10218)

* Simplify kwargs handling

* Move Harmony remote to a persistent connection with push feedback

* Make default delay_secs configurable on the harmony platform

* Remove lint

* Fix delay_secs with discovery

* Temporary location for updated pyharmony

* Remove lint

* Update pyharmony to 1.0.17

* Remove lint

* Return an Optional marker

* Update pyharmony to 1.0.18
