Initial support for EnOcean (#2177)

* Initial support for EnOcean

Tested to work with:
 - Eltako FUD61 dimmer
 - Eltako FT55 battery-less switch
 - Permundo PSC234 (switch and power monitor)

* Rerun gen_requirements_all.py
