Add a DataUpdateCoordinator to Hydrawise (#93223)

* Add a DataUpdateCoordinator to Hydrawise

* Replace DATA_HYDRAWISE with DOMAIN

* Replace persistent notification with a ConfigEntryNotReady exception

* Changes requested during PR review

* Add a type annotation to the `monitored_conditions` field.
