Use storage collections for input_select entity management (#30604)

* Refactor input_select to use _config dict.
* Use collections for input_select.
* Add tests.
* Move async_setup to top.
* Cleanup.
* async_write_ha_state()
* Update homeassistant/components/input_select/__init__.py
