MQTT Binary Sensor - Add availability_topic for online/offline status (#9507)

* MQTT Binary Sensor - Add availability_topic for online/offline status

Added topic, configurable payloads, and tests.

* Relocated state subscribe function

Moved state subscribe function to follow the state listener function.
